Telok Blangah Parcview Jumbo HDB Drops Price From $2.18M To Just Under $2M, HDB Reviews Conversion Scheme

7 October 2026 | BY

A jumbo HDB at Telok Blangah Parcview has cut its price from $2.18M to $1,999,999, as HDB reviews the Conversion Scheme behind such flats.

Just when the HDB resale market seemed to be done breaking records, with headline-making sales at Pinnacle @ Duxton, Bedok South Horizon, and Pasir Ris all in the past month or two, there’s a new listing turning heads.

A 1,465sqft jumbo unit at Block 93B of Telok Blangah Parcview was listed on the resale market with an asking price of $2.18 million, which would have beaten Singapore’s current resale record by $450,000.

Since the initial listing on 18th September 2026, the price has dropped to $1,999,999, which would still set a new resale record by about $270,000.

The high-floor unit spans 1,465sqft, with its generous footprint coming from the combination of 2 adjoining 3-room flats. It now has 5 bedrooms and 4 toilets, offering plenty of space for a large or multi-generational household.

Traces of its original layout remain, including 2 bomb shelters and 2 separate entrances, according to its PropertyGuru listing. The home has also been fitted with modern features, including a built-in sound system.

This unique configuration was made possible under HDB’s Conversion Scheme, which allows owners to combine 2 adjoining flats of 3 rooms or smaller by creating an HDB-approved opening between them.

The owners bought the first 3-room unit from HDB in December 2017. In August 2021, the owners bought the adjoining unit after their neighbour was approved to sell it before reaching its MOP, due to family circumstances. The conversion scheme enabled the owners to merge both units into a single jumbo flat, and it’s now under HDB review.

Not long after the listing made headlines, the asking price was lowered to $1,999,999, $1 below the $2 million mark, working out to around $1,365psf. According to listing agent Thomas Tong, the price drop was meant to draw in buyers and take some heat off the listing.

Since the jumbo flat was created by combining 2 adjoining 3-room flats, the new asking price works out to almost $1 million per original unit. That’s still a significant sum, exceeding the current 3-room HDB resale record of $945,000 at Alkaff Crescent, even when you break the jumbo flat down into its 2 original homes.

HDB is reviewing the jumbo conversion scheme

After the listing made waves online, HDB said on 25th September that it was reviewing the Conversion Scheme following public feedback. In response to queries from The Straits Times and CNA, HDB said it remains committed to keeping public housing affordable and accessible.

HDB also highlighted what many had noticed about the listing: its original $2.18 million asking price was more than $600,000, or over 40%, above the benchmark price of comparable 3-room flats in the area.

Over the past 6 months, 3-room flats near Telok Blangah Parcview changed hands for around $673,000 to $771,000. Even if you took 2 flats at the top end of that range, their combined price would work out to roughly $1.54 million.

Even after the jumbo flat’s asking price was lowered to $1,999,999, it remains around $458,000 above that benchmark. HDB cautioned that a sale at this price would likely involve a substantial cash-over-valuation (COV), which is the difference between the purchase price and HDB’s valuation that buyers need to pay in cash.

Why this Telok Blangah jumbo flat is a rare find

Compared to many jumbo flats on the resale market, this Telok Blangah unit stands out for its age. Telok Blangah Parcview was completed in late 2017, with around 91 years left on its lease, giving the unit a relatively long runway.

Other flats in the same block have already come close to, or crossed, the million-dollar mark. Between June and August 2026, 4-room flats measuring 1,001sqft changed hands for between $945,890 and $1 million, while a smaller 732sqft 3-room flat sold for $695,000.

Unlike standard flat types, jumbo flats are much harder to come by. Around 2,900 remain across Singapore today, with most concentrated in Woodlands and the rest scattered across other estates. This makes a jumbo unit in a more central location like Telok Blangah, especially one with over 90 years left on its lease, an unusual find. Their larger layouts are also popular among multi-generational families looking for more space under one roof.

That combination of space, location, and a long remaining lease comes with a hefty price tag. At the new asking price of $1,999,999, it’s still around $270,000 above Singapore’s current HDB resale record of $1.73 million, held by a 5-room flat at City Vue @ Henderson. If it sells at asking, the Telok Blangah jumbo flat would set a new national resale record.

It would also comfortably surpass the current jumbo flat record of $1.53 million, set by a 4-room jumbo flat in Bukit Merah with just 45 years left on its lease. Despite the sizeable premium, interest in the Telok Blangah unit has reportedly been “very positive” since it was listed.

Could this be Singapore’s first $2m HDB resale flat?

For now, the $2 million figure remains an asking price, so it remains to be seen whether the jumbo HDB will find a buyer and, if so, how much it will eventually change hands for.

Still, with 1,465sqft of space, a sought-after Telok Blangah location and around 91 years left on its lease, this is hardly your typical jumbo flat. Whatever the final price turns out to be, the listing has already made HDB take a fresh look at the conversion scheme, so all eyes will be on both the eventual sale and what HDB decides next.
