But if you’ve bought a HDB flat, don’t sweat, because U-Save and S&CC rebates exist so that households can afford basic necessities like water and electricity━and here’s what you need to know about these HDB rebates.
What are HDB rebates?

In a nutshell, the government helps HDB homeowners partially cover the unavoidable costs of utility bills and town council charges. There are 2 main types of rebates: U-Save and S&CC. And no, these aren’t cash handouts, but credited directly to your accounts every quarter━no application needed. However, you’ll have to meet the eligibility requirements to be eligible for these rebates.
What is the U-Save rebate?

The U-Save rebate helps you save on utility bills. It’s applied directly to your household’s SP Group utilities bill, covering water, gas, and refuse, every quarter. Then, any balance rebate is used to offset your electricity bill━even if you use an OEM (Open Electricity Market) retailer.
If you still have rebates left after all of that, it rolls over to cover your future bills.
What is the S&CC rebate?

S&CC stands for Services & Conservancy Charges, which is a monthly payment for maintaining your estate. Think: common area cleaning and lift maintenance. The S&CC rebate is a quarterly disbursement, automatically added to your account with the Town Council. It’s meant to cover 1.5 to 3.5 months of S&CC charges, depending on your flat type.
How often are HDB rebates issued?
HDB rebates are paid out throughout the year, usually every quarter and are aligned with the government’s financial year cycle. For U-Save rebates, the payouts are credited to your SP Services account every January, April, July, and October.
While S&CC rebates follow a similar structure, the amount is often distributed based on the number of months you’re eligible to receive a rebate for. So if you receive a 2-month rebate, consider the town council charges for those two months fully covered.
How much rebates can I get?
As mentioned, the amount of rebates you receive varies by unit size. In general, the smaller the flat, the larger the rebate. In short, those residing in 1- and 2-room HDB flats will get more support than those staying in bigger flats. In total, a household can receive up to $760 of U-Save credit, and up to 3.5 months’ worth of S&CC rebates in a year.

Before you can see these HDB rebates in your accounts, you’ll first have to meet the eligibility requirements.
To qualify, you must be staying in your own HDB flat; if you’re not a Singapore Citizen, at least one member of your household has to be one. So, if you have leased out your entire flat, you’ll not be eligible for rebates.
Additionally, if you as the flat owner or any essential occupier of the flat owns a private property in Singapore or overseas, you’ll not receive any rebates. FYI, an essential occupier is whoever is listed on your HDB application form.
How can I check my HDB rebate entitlement?

Checking for your HDB rebate entitlement is as straightforward as receiving it.
For U-Save rebates, all you have to do is log in to your SP Group account and check your bill or account statement. The U-Save rebate will be reflected as a credit that will offset the amount you’ll need to pay.
To view your S&CC rebates, simply log into your My HDBPage account. Under the My Flat option, you’ll be able to see your eligibility and the number of months of rebates you’re receiving. S&CC rebates are also listed on your Town Council bill, together with the reduced amount payable for your household.

Getting your foot on the housing ladder is a costly exercise, but the government’s got your back if you’re staying in a HDB flat, as long as you meet all the eligibility criteria.
