3 Upcoming EC Projects In 2025 To Keep Your Eyes On: Tampines, Pasir Ris, Tengah

If you’ve always wanted to live in a condo with all the amazing perks it offers, such as a swimming pool, gym, tennis courts, and more, but are concerned about your ability to finance one, then Executive Condos (ECs) are definitely a viable option to consider.

Especially popular among HDB upgraders, ECs offer both luxury and affordability, making them a kind of ‘best of both worlds’ option that homebuyers will undoubtedly find appealing. If you’ve told yourself that 2025 is the year you’ll commit to a property purchase, and ECs are on your radar, here are 3 ECs launching in 2025 for you to consider.

Are executive condos (EC) the best of both worlds?

Before we dive into our 2025 list, here’s a quick recap of what makes ECs a prime option for those looking to stretch their dollar.

In short, ECs are a hybrid of private condos and HDB flats. They tend to be more affordable than private condos, and the ability to tap into some HDB grants to reduce the purchasing price is a welcome bonus. Plus, they are naturally considered an upgrade from regular HDB flats, offering common condo features such as swimming pools, tennis courts, and BBQ pits.

Purchasing an EC also comes with stricter eligibility requirements compared to private condos. For instance, applicants must be either Singapore Citizens or PRs, and the total household income cannot exceed $16,000 per month. ECs come with the same 5-year Minimum Occupation Period (MOP) as regular HDB flats. They are considered government housing for the first 10 years, but once they reach the 11th year, they become fully privatised—meaning the above-mentioned terms and conditions no longer apply.

1. Aurelle of Tampines EC

Total number of units: 760
Estimated completion date: 2027

The first EC expected to launch this year is Aurelle of Tampines. Jointly developed by Sim Lian Land Pte. Ltd. and Sim Lian Development Pte. Ltd., the project is anticipated to house approximately 760 units and be completed by 2027.

Located along Tampines Street 62, Aurelle of Tampines sits on the border of Tampines North, right next to Pasir Ris, separated by the TPE highway. The EC is marketed for its strategic location, offering not only excellent road and public transport connectivity but also convenient access to lifestyle amenities for residents from all walks of life.

As mentioned, one of the highlights of Aurelle of Tampines is its proximity to public transport options. The upcoming Tampines North Integrated Transport Hub (TPITH) will be just a short 3-minute walk away, offering access to a bus interchange as well as rail connections via Tampines North MRT station, which will be part of the Cross Island Line. The TPITH will also house a community club and a hawker centre. Additionally, Aurelle of Tampines is a short drive from major highways such as the TPE and PIE, making it convenient for drivers.

Those familiar with Tampines will know that the main hub of activity in the estate is Tampines Central, where a cluster of three shopping malls—Tampines Mall, Tampines One, and Century Square—attracts plenty of footfall daily. The good news is that this cluster is just a short 5- to 10-minute bus ride from Aurelle of Tampines. Another key draw of Tampines North is the IKEA and Courts megastores, which are located closer to Aurelle of Tampines.

Families with young children—or those planning to have them in the future—will be pleased to know that there are several schools nearby, which can be an advantage during Primary 1 (P1) balloting. There are over 10 primary schools within the all-important 1-2 km radius, making Aurelle of Tampines an attractive pick. In addition to primary schools, the Tampines estate is home to several secondary schools and even tertiary institutions like Temasek Polytechnic and ITE College East.

When launched, Aurelle of Tampines will be the second EC located in Tampines North, the first being Tenet, which was launched in 2022. At that time, Tenet sold over 440 out of 618 units during its launch weekend, signaling strong demand from people keen to be the first movers in the newly carved-out Tampines North region. As of the end of December 2024, most, if not all, of its units have been sold at an average price of $1,384 psf.

What will the selling price for Aurelle of Tampines be? Well, it’s hard to say. Tenet is one possible reference point, but since it was launched back in 2022, property prices in the area may have increased, particularly due to further estate developments. Another reference is Novo Place at Plantation Close, which was the most recent EC launched in Singapore in November 2024. It was sold at an average price of $1,656 psf. Based on this, a potential price threshold for Aurelle of Tampines could be at the $1,6XX psf price point.

2. Jalan Loyang Besar EC

In addition to Aurelle of Tampines, the East will see another EC launched, potentially towards the end of the year. The EC site was awarded to a consortium comprising Qingjian Realty, China Communications Construction Co., and ZACD Group, which bid $557 million for the 305,757 sqft site. This translates to an average price of $729 psf ppr.

According to reports, this bid surpassed the previous record of $721 psf ppr set by Aurelle of Tampines. What we do know is that the site is expected to yield approximately 710 units.

The Jalan Loyang Besar EC will be another attractive draw for prospective homebuyers with school-going children. There are 2 primary schools within 1km of the site: Casuarina Primary School & Pasir Ris Primary School. In addition, it will be conveniently located close to shopping malls such as White Sands and Pasir Ris Mall, and right next to the iconic Downtown East.

Interestingly, there haven’t been many ECs launched in Pasir Ris in recent history. The last EC to be launched was Sea Horizon, which debuted back in September 2013 at an average price of $800 psf.

It probably goes without saying that property prices—not just in Pasir Ris, but across Singapore in general—have risen considerably over the past decade. As a result, you can expect competitive pricing for this upcoming launch.

Given that Pasir Ris hasn’t seen a new EC since 2013, there is likely to be significant pent-up demand when the project eventually launches.

3. Plantation Close @ Tengah EC

Moving across the island, another EC that is set to launch this year will be located at Plantation Close, situated in the new Tengah estate. We don’t know the actual name of the EC yet, so we’ll just call it Plantation Close, after the name of the road that it will be located along.

To be jointly developed between Hoi Hup Realty and Sunway Developments, Plantation Close EC will be a 560-unit development. The developers were awarded the site after a top bid of $423.38 million or $701 psf ppr last year. Fun fact: Hoi Hup Realty and Sunway Developments are also the names behind Novo Place EC, which was launched in Plantation Close back in 2022.

As you may know, Tengah is set to be ‘the next Punggol’, with many exciting plans underway to transform it to be Singapore’s next residential estate modelled after smart and sustainable living. While the estate is currently ‘bare bones’ as it is right now, fret not because if Punggol is anything to go by, Tengah will undoubtedly grow and evolve to be a thriving residential and commercial hub in the years to come.

The Plantation Close EC is located along Plantation Close Road, and neighbouring the PIE highway. As you can tell from the site map, it will also sit nicely just along the Jurong Region MRT Line, meaning there should be an MRT station not too far away. There are also a handful of schools in close proximity (e.g. Jurong Primary School, Princess Elizabeth Primary School, Bukit Batok Secondary School), making this another draw for those with young children. Of course, you would be familiar by now that ACS (Primary) is set to move to Tengah, and a brand-name school such as ACS will certainly attract substantial interest to residential properties in the estate.
