When it comes to record-holding HDBs, many of us would think about the tallest HDBs like Pinnacle@Duxton. At the other end of the spectrum is Singapore’s smallest HDB block, tucked away in Bedok South. With just 2 units across 2 storeys, it offers an ultra-rare HDB experience that feels closer to private housing.
Bedok South HDB block with only 2 units
Block 10C at Bedok South Avenue 2 is a rare 2-storey HDB block with only 2 units, holding the record for the HDB block in Singapore with the smallest number of units. With an area of 1,528sqft each, both units are Executive Apartments—one of the largest apartment types constructed by HDB. The block was completed in 1994, with a 99-year lease starting from 1995.

Interestingly, the unit number of two units start with #02-XX, as the main entrance is located on the second floor. Each unit is tucked into its own corner, with a walk-up staircase dividing the shared corridor for added privacy.
If you’ve walked past the block, you might notice that there are 3 unit numbers on the block’s letterbox. The only first floor unit number is actually occupied by Bedok Orchid Residents’ Committee, making the block an important part of the neighbourhood’s community life. With only one neighbour in the block, the units enjoy privacy and a generous floor area that’s more similar to private housing than a HDB flat.

Unsurprisingly, many would splurge on an unconventional unit layout like this. One of the two units was last transacted at $773,000 in February 2013—a high price for the mature estate at that time. Though it’s near amenities like the playground and the residents’ committee, it lacks nearby bus stops and Bedok MRT is at least a 15-minute walk away.
The units will definitely draw much attention if they ever hit the market again. Other blocks in the vicinity (10A, 10B, and 10D) stand around 20-storeys tall, making Block 10C stand out with its unique low-rise height and expansive floor area.

While it’s still unknown why HDB constructed the block with just two units, it’s an interesting find, especially today when new HDB blocks are built taller and more densely packed.
The two units offer rare low-rise living while staying close to neighbourhood facilities like the residents’ committee and the playground, creating a unique HDB experience that feels more like private housing.
