Over 870 New Flats To Launch At Singapore’s New Berlayar Estate In Upcoming BTO Launch

One of the most exciting aspects of the upcoming October 2025 BTO sales exercise is that it will see several new housing estates make their debut, such as the highly anticipated Mount Pleasant and Greater Southern Waterfront estates.

Previously home to iconic Singapore landmarks such as the Keppel Club and the Old Police Academy, it’s truly a case of “paving the way for the next generation” as these sites undergo redevelopment to become brand-new housing estates on our sunny island.

Remember how, all the way back in April 2022, news first broke that the Government would be building BTOs on the Keppel Club site as part of the Greater Southern Waterfront transformation? Well, more details about the new estate were just released by Minister for National Development Mr. Chee Hong Tat yesterday, and we’re here to break down all the latest news for those keeping a keen eye on this upcoming housing estate.

The new Berlayar estate will see a total of around 7,000 new flats built, which is a notable increase of about 1,000 from the previously announced plan of 6,000 units. This is on top of another 3,000 private homes, which are being planned for the estate.

Named Berlayar, which means “sailing” in Malay, the estate draws inspiration from the area’s landmarks and maritime heritage, such as the granite outcrop Batu Berlayar, meaning “sailing rock” in Malay, which once served as a navigational marker at Keppel Harbour’s western entrance.

Located at the site of the former Keppel Club, this brand-new residential estate will mark the start of transformation efforts for the Greater Southern Waterfront into a vibrant lifestyle and recreational gateway along Singapore’s southern coast. As Minister Chee said, “Berlayar will be more than just a housing estate. It will be a vibrant waterfront community where nature, heritage and modern living come together.”

At the upcoming October 2025 BTO sales launch, the pioneer batch of flats at Berlayar Residences will comprise 870 2-room Flexi, 3-room and 4-room flats, alongside an additional 200 public rental flats. The HDB will progressively launch the rest of the BTO projects in the coming years, so if you miss out on this inaugural batch, there will be more opportunities down the road.

One interesting aspect of the Berlayar Residences project lies in its thoughtful design, which pays homage to the unique identity and natural heritage of its surroundings. The estate’s blocks vary in height, ranging from 19 storeys to as high as 46 storeys, creating a distinctive terracing skyline inspired by the nearby hills of Bukit Merah and the Southern Ridges. According to HDB, the blocks are also oriented to provide more residents with scenic views of the surrounding nature spots and the coast, so flats facing the sea may command different prices compared with those facing inland.

In addition, the new blocks will feature a white and blue colour palette that reflects the waterfront setting. Motifs of local fauna will be incorporated into the design of the community living rooms and wayfinding signages. The playgrounds will also be themed after the area’s flora and fauna, with designs inspired by smooth-coated otters and their natural habitats in Berlayar Creek and the nearby mangrove forest.

Green spaces & amenities for residents to enjoy

To support its residents, the estate will come equipped with essential amenities, including preschools, supermarkets, food outlets, shops, and clinics—standard features in any modern residential development. For additional options, residents can also head to the nearby Telok Blangah estate, where a new food centre and market are slated for completion by 2027.

Berlayar is designated as a car-lite estate, meaning more space will be dedicated to public facilities and greenery. Walking and cycling networks will connect residents conveniently to public transport, amenities, and green spaces.

Greenery will be a major feature throughout the estate. According to HDB, up to 10 hectares—equivalent to 18 football fields, or 20% of the site—will be set aside for parks and nature corridors. These will link the estate to popular destinations such as Labrador Nature Reserve, the Southern Ridges, and the upcoming Berlayar Creek Nature Park, creating a seamless blend of urban living and nature.

If you love nature, Berlayar Residences is certainly a BTO project worth considering. The estate is close to the Southern Ridges, one of Singapore’s most popular hiking trails, offering scenic sights, immersive sounds, and plenty of Instagram-worthy spots.

Connectivity is also convenient. The nearest MRT stations, Labrador Park and Telok Blangah on the Circle Line, are about a 10-minute walk from most homes. For drivers, nearby major roads such as the West Coast Highway, AYE, Alexandra Road, and Henderson Road make travelling across Singapore relatively easy.

What will be the project’s classification and indicative costs?

Two questions on most homebuyers’ minds are likely the project classification and indicative costs. Given the estate’s premium location, Berlayar Residences will likely be classified as Prime. This ensures flats remain affordable through substantial government subsidies and longer lock-in periods, such as a 10-year Minimum Occupation Period (MOP). Buyers should also expect a subsidy clawback of around 11–12%, though it could be higher.

As for pricing, Berlayar Residences is expected to be priced above other flats in the October 2025 BTO sales exercise. Estimates suggest 2-room Flexi flats at $250K–$360K, 3-room flats at $420K–$530K, and 4-room flats at $590K–$790K, though actual prices will be confirmed at the sales launch.

Given its location and appeal, high oversubscription is anticipated. For context, the Telok Blangah Beacon BTO in 2021 saw a subscription rate of 23 times, while the Alexandra Peaks and Alexandra Vista launches earlier this year had over 3,500 applicants competing for 1,107 units.

With not one but 2 debutants at the upcoming October 2025 BTO sales exercise, the last launch of the year is shaping up to be one of the most exciting of 2025. The introduction of both the Berlayar and Mount Pleasant estates means homebuyers will have plenty of choice among the 9,100 new flats being launched islandwide.
