Punggol has seen numerous large-scale developments in recent years, with the Punggol Digital District coming to life and newer housing developments in the town, including Northshore Residences, which reached MOP in 2025.
Punggol East, the quieter side of the estate, is also set to see more housing introduced. The site currently occupied by Punggol East Container Park has to be returned to the Singapore Land Authority (SLA) by 31st December 2026, and it’s already earmarked for residential development under the URA Master Plan.
Here’s what we know so far about the 25ha waterfront site that could eventually fit more than 8,000 new homes.

Under URA’s Master Plan 2025, 5 sizeable plots spanning 25ha have been zoned for housing, including sites at 32 Punggol East, 6, and 10 Tebing Lane.
The site is currently occupied by Punggol East Container Park, run by City Sprouts as the master tenant. The social enterprise has more than 50 tenants on the grounds, from F&B outlets to sports facilities.
Most of its tenants have been told to hand back their units by 31st October 2026, while SLA has confirmed that the site’s lease will not be renewed past 31st December. It has to be vacated and returned to the agency by year-end for future residential development.
With gross plot ratios of between 3.0 and 3.4, these 5 residential plots are likely intended for high-density, high-rise housing. While their exact heights remain unknown, they could resemble other developments in Punggol with blocks around 15 to 20 storeys high, with 4 out of 5 plots right along the Sungei Serangoon waterfront.
Over 8,000 homes could replace Punggol East Container Park

According to The Business Times, more than 8,000 homes could eventually be built across the site: around 8,400 condo units or just under 7,000 public housing flats.
With its proximity to the Sungei Serangoon River, the new homes will likely enjoy a waterfront outlook, similar to other estates along Punggol East like Waterway Sunrise I & II BTO projects. Nature lovers will also enjoy access to green spaces via the Punggol Promenade Riverside Walk and the Lorong Halus Park Connector.
Accessibility via Riviera LRT Station

Though it’s further from Punggol Central, the site is a 5-minute walk from Riviera LRT, 4 LRT stations away from Punggol MRT Station. Riviera is also set to become an interchange station as part of the Cross Island Line, connecting Punggol East to the rest of Singapore, including King Albert Park and Clementi, once the line is completed in 2032.
Future residents could also benefit from City Direct bus services such as 666 and 678, which run from the Riviera LRT bus stop straight into the CBD. Both are covered under LTA’s Travel Smart Journeys programme, where eligible commuters can earn points up to 80% of their journey fares. If the scheme is still around when these homes are completed, future residents would enjoy extra off-peak transport savings for their CBD commute.
Upcoming housing at Punggol East Container Park
While the closure of Punggol East Container Park means bidding farewell to one of the neighbourhood’s more unique lifestyle spots, the 25ha site looks set to play a much bigger role in Punggol’s next phase of development.
With space for potentially more than 8,000 homes, waterfront surroundings, and the future Cross Island Line interchange at Riviera LRT, the upcoming housing at Punggol East Container Park could become an attractive waterfront option for homebuyers who don’t mind living further from Punggol Central.
