If you’re planning to downsize from a private property with plans to buy an HDB resale flat, here’s some good news. Minister for National Development Chee Hong Tat announced on 28th July that the 15-month wait-out period for private property owners buying an HDB resale flat has been lifted with immediate effect, applicable to buyers purchasing non-subsidised resale HDB flats without an HDB housing loan.  

Here’s what we know about the rule change and what it means for private property owners hoping to purchase an HDB flat.

Why the 15-month wait-out rule is removed now

Pandemic-related construction delays threw BTO timelines off track, resulting in fewer new flats available to buyers and pushing them into the resale market. Resale prices climbed quickly, growing by 12.7% in 2021 and 10.4% in 2022, the same stretch when million-dollar flat headlines became regular news.

The wait-out period was introduced on 30th September 2022 as part of a package of property cooling measures, alongside tighter loan limits, aimed at moderating demand from cash-rich private property owners and prioritising resale flats for buyers with more urgent housing needs, such as first-timers. Singapore citizens aged 55 and above were exempted from the start, provided they were moving to a 4-room or smaller flat.

Since then, BTO supply has been steadily ramping up, cooling the resale market. HDB also expects a rising number of flats to hit the end of their Minimum Occupation Period (MOP) in the coming years, freeing up more units for resale buyers. Resale prices dipped 0.1% in the first quarter of 2026 and another 0.3% in the second, a sign the market has since settled. 

Who qualifies for the wait-out removal?

With the removal of the 15-month wait-out period with immediate effect, private homeowners no longer need to submit an appeal to HDB to skip the wait to purchase a non-subsidised resale HDB flat, as long as they meet HDB’s eligibility conditions.

If you need an HDB loan, or you are eyeing a subsidised flat (a new HDB flat with or without grants, or a resale flat bought with grants), or an Executive Condominium unit from a property developer, the older 30-month wait-out still applies.

What this means for private property owners transitioning to HDB living

One thing hasn’t changed, though: private property owners still have a 6-month deadline to sell their existing private property after their resale flat purchase completes.

You’ll still need an HDB Flat Eligibility (HFE) letter to purchase a resale HDB. For private property owners in different stages of purchasing a non-subsidised HDB resale flat, here’s how the changes affect you:

You have a pending appeal to waive the 15-month wait-out period Proceed and submit your HFE letter application, HDB will also reach out to you

The bottom line on the wait-out period removal

For many private property owners, this change removes one of the bigger friction points in making the move to HDB living. Eligible buyers can now switch to a resale HDB flat without waiting 15 months, making it easier to downsize for retirement or transition to a more practical home, provided that they meet HDB’s eligibility requirements.
