Now that the dust has settled from what was a thriller of a July 2025 BTO sales exercise, the next step is essentially to wait and see if you’ve been lucky enough to be assigned a favourable queue number for the project of your choice.
In the meantime, we now turn our eyes to the next BTO launch, set to take place in October. As the last BTO launch of 2025, the October 2025 sales exercise will see about 9,100 flats across eight towns located islandwide: Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun.
What makes this upcoming BTO launch so exciting is that we will finally see the debut of two up-and-coming residential estates: the Greater Southern Waterfront and Mount Pleasant.
Here’s a snapshot of all the BTO projects being launched at the October 2025 BTO exercise, along with the pros and cons of each site and our prediction on how they will be classified.
New Ang Mo Kio launch, likely “Plus” classification

This section of Ang Mo Kio along Avenues 5 and 6 has seen the introduction of new BTO projects in recent times, the last being Central Trio @ AMK in the October 2024 BTO launch. This time around, the HDB will be launching 1,420 units of 2-room flexi, 3-room, and 4-room flats along Ang Mo Kio Avenue 5.
Accessibility & transport options
Even though the project is located not too far from the closest MRT stations of Yio Chu Kang or Ang Mo Kio, realistically they are both too far to walk to, so you’ll likely rely on buses to get to and from them. This shouldn’t be too much of a hassle, as they are relatively near, so commuting shouldn’t be much of an issue.
Schools & family appeal
One plus is that, being in a mature housing estate like Ang Mo Kio, the project will be close to several schooling options that families will be drawn to. Primary schools like Mayflower Primary and Jing Shan Primary are within a 1km radius of the site.
In addition, the project might be a popular pick among those whose elderly parents live in Ang Mo Kio, and with the introduction of the Family Care Proximity Scheme, it might just give this project that added boost.
Given that Central Trio @ AMK was launched as a Plus project, we expect this upcoming Ang Mo Kio BTO project to also be classified as Plus, given that they are more or less in the same vicinity.
Another BTO launch for Chai Chee

Building on the momentum of last year’s October 2024 BTO launch, Bedok—specifically the Chai Chee area—sees another BTO project introduced, with 850 units ranging from 2-room flexi to 5-room flats and even 3Gen flats offered for sale. We expect this project to be classified as Standard.
Location & accessibility
Situated between three MRT stations (Bedok North, Bedok, and Kembangan) this BTO project will benefit from being part of the older Bedok residential estate. Younger buyers looking to stay in the East and near their parents might be attracted to this project, as well as families seeking larger 5-room flats.
One plus for families is the proximity to East Coast Primary School, located at 8 Chai Chee Lane and practically next door to the project site, making it an easy walk for younger children.
Other nearby options include Damai Primary School and Telok Kurau Primary School, both within a reasonable distance, while schools such as Opera Estate Primary, St. Stephen’s School, Fengshan Primary, Yu Neng Primary, Red Swastika School, and Eunos Primary are also located within roughly 1–2km.
Bishan’s first BTO launch in over four years

After more than four years since its last BTO launch in November 2020, Bishan is back with a brand-new BTO project located at Bishan Street, on the former Guangyang Primary School site. It is also the smallest BTO project of this launch, with only 530 units on offer, comprising 2-room flexi, 3-room, and 4-room flats.
Our prediction is that this Bishan BTO project will minimally be classified as Plus, though a Prime classification is not completely out of the picture.
Appeal for families & long-time residents
As a fairly mature estate with plenty of older flats surrounding it, this BTO project will likely appeal to those hoping to secure a new home near their parents.
Excellent transport & amenities
The site is just a short walk from Bishan MRT station, an interchange connecting the North-South and Circle lines. The area also features Junction 8 shopping mall, the bus interchange, and the public library, offering a wide variety of amenities and services to cater to residents’ needs.
Debut of the Greater Southern Waterfront BTO

After years of anticipation (it was first announced back in 2022) the time has finally come for the Greater Southern Waterfront to make its debut on the BTO scene. Its first-ever set of flats will be launched in October, with 870 units of 2-room flexi, 3-room, and 4-room flats on offer.
This marks the first of over 6,000 flats to be introduced to the area over the next few years. It is one of two Bukit Merah projects in the October exercise.
Given that property prices in the area are typically high due to its premium location, the government will likely introduce substantial subsidies to make these flats affordable. Hence, this project will likely be classified as Prime.
Location & accessibility
With Telok Blangah and Labrador Park MRT stations nearby and within walking distance, plus easy access to the CBD via West Coast Highway, MCE, and AYE, residents will enjoy excellent transport connectivity.
Given the limited public housing options in this area, the introduction of HDB flats will provide a more affordable choice, driving strong demand and competition for these units. Expect high-floor units to sell out quickly, as they will likely come with sea views.
Despite its prime location, one trade-off is the lack of school options and amenities in the immediate vicinity. More amenities may be introduced in the future as the area undergoes redevelopment, but it will not be as well-provisioned as other conventional housing estates in Singapore.
Bukit Merah (Jalan Bukit Merah)

The second Bukit Merah project is located further inland, along Jalan Bukit Merah. It will offer about 1,020 units, consisting of 2-room flexi and 4-room flats. Unlike the Greater Southern Waterfront project, this BTO is expected to be classified as Plus.
Amenities & nearby facilities
Overall, this Bukit Merah BTO project enjoys close proximity to key amenities, including a bus interchange and polyclinic just across the road, as well as Bukit Merah Town Centre nearby. The closest school is Gan Eng Seng Primary, which is adjacent to the site.
Apart from the bus interchange across the road, the main transport node is Redhill MRT, which some might find slightly too far to be considered within walking distance. For drivers, however, the location offers easy access to the AYE and major roads such as Lower Delta Road and Henderson Road.
Unlike the Greater Southern Waterfront project, we expect this project to be classified as Plus instead.
Jurong East, scenic waterfront location

Located at Teban Gardens, a district within the larger Jurong estate, this is the only BTO project in the West for this launch. There will be 620 flats on offer, covering all unit types from 2-room flexi to 5-room flats, as well as 3Gen flats. The development will also include a preschool and a residents’ network centre.
One highlight of this site is its location right next to Pandan Reservoir. Selected units facing the reservoir will enjoy waterfront views. Nestled in a quiet corner of Teban Gardens, this project is ideal for those seeking a serene environment away from the hustle and bustle of the town centre. However, this also means fewer amenities in the immediate surroundings.
Connectivity & future MRT access
Even though the site is considerably farther from the main Jurong estate, connectivity won’t be too much of a concern. The block will be right next to a future Jurong Region Line MRT station, which will give you access to other parts of the West such as the main Jurong East hub, Tengah, Jurong Lake District, and even Choa Chu Kang.
Similar to other BTO projects in Outside Central Region (OCR) estates, this Jurong East BTO is expected to be classified as Standard.
Sengkang

Sengkang will see 1,030 units launched, comprising 2-room flexi, 4-room, and 5-room flats, alongside a preschool. This project will also be the fifth Community Care Apartment (CCA) project in Singapore; these specialised flats integrate senior-friendly housing with care services to meet the everyday living needs of seniors.
Location & family-friendly appeal
The BTO project is located in Fernvale, which is a relatively new housing district within the larger Sengkang estate. It is situated right next to an LRT station, with the main Sengkang MRT station just 3 LRT stops away.
There are several primary schools within a 1km radius, making the site attractive to young families. As it is located fairly near the Fernvale Oasis project launched in the October 2024 BTO exercise, we expect this project to follow the same Standard classification.
Toa Payoh/Mount Pleasant

The other debutant in the BTO scene is Mount Pleasant, an area next to the Toa Payoh estate that was previously home to the Old Police Academy. This site will be carved out to form its own residential enclave.
The inaugural Mount Pleasant BTO project will offer 1,350 units, with a healthy mix of 2-room flexi to 4-room flats, along with resident facilities such as a preschool, eating house, supermarket, shops, and a residents’ network centre.
Upcoming Mount Pleasant MRT station
A major plus is the brand-new MRT station — aptly named Mount Pleasant — that will be built to serve residents. Constructed concurrently with the flats, it will open at the same time as the development’s completion.
The station will provide direct access to the Thomson-East Coast Line, connecting residents to Marine Parade, the CBD, and even the future RTS Link between Singapore and Malaysia.
Popularity & school proximity
The area is likely to be popular with couples and larger families, as seen in the strong application rates for the nearby Toa Payoh Ascent in the July 2025 BTO launch. Beyond the MRT station, the site is also close to prestigious schools such as Raffles Institution, Raffles Girls’, CHIJ (Toa Payoh), and more.
Similar to Toa Payoh Ascent launched earlier this year, we expect this project to be classified as Prime.
Yishun’s Chencharu BTO project

Located within the new Chencharu housing district that’s part of the wider Yishun estate, this upcoming BTO project will be the fourth in the area, with 810 units on sale ranging from 2-room flexi to 5-room flats. This is also one of two Yishun BTO projects in the October 2025 launch.
Location & amenities
Situated right next to Peiying Primary School, the project enjoys close proximity to the main Yishun residential estate, which offers a wide array of amenities. It is within walking distance of Khatib MRT station and a short drive to the SLE. A future mixed-use development featuring commercial units, a bus interchange, and a hawker centre will further boost the area’s convenience.
This project will probably be classified as Standard.
Yishun Ring Road project

The other Yishun BTO project is located on the opposite end of Yishun, along Yishun Ring Road. This smaller project will have just 560 units, comprising mainly 2-room flexi flats and some 4-room flats.
Location & amenities
Although it is not near an MRT station, Yishun has a robust bus network, so commuting will not be too much of a hassle, though it may take longer. Within the immediate vicinity are various amenities such as mamak shops and other smaller retail options. The area also has several primary and secondary schools, which may appeal to younger families.
This project will probably be classified as Standard.
Oct 2025 BTO Launch: 9,100 new flats to be launched

All in all, the upcoming October 2025 launch is shaping up to be another exciting sales exercise, with 9,100 new flats to be launched islandwide.
With the debut of Mount Pleasant and the Greater Southern Waterfront, as well as popular central estates like Bishan, Ang Mo Kio, and Bukit Merah making a return, we can expect strong application rates once the exercise is officially launched.
The timing also works out well — if you were unsuccessful in the July 2025 BTO launch, you’ll have another opportunity to try your luck in the next sales exercise.
In the meantime, if you haven’t already done so, remember that you’ll need a valid HDB Flat Eligibility (HFE) letter to participate in the next BTO launch. To avoid unforeseen delays, HDB encourages all flat buyers to apply for their HFE letter early and submit all required documents by 15th September 2025 if they wish to take part in the October 2025 sales exercise.
