If you’ve been keeping up with the news about upcoming public housing launches and new estates, you may have come across headlines about two new sites in Singapore that are set to debut flats—the first BTOs of their kind.
One such region is the Greater Southern Waterfront, stretching from Pasir Panjang to Marina East. First announced back in 2022, over 6,000 HDB BTO flats are set to be built on the existing Keppel Club site as part of its transformation into a vibrant hub for urban living along the southern coast of Singapore.
Another site that will debut BTO flats is Mount Pleasant, a new residential estate bordering Toa Payoh, Balestier, and Thomson. Announced earlier this year, the estate will pay homage to its rich history and heritage, particularly around the Old Police Academy. Altogether, these projects, along with 8 others, will form the final BTO sales exercise of 2025 in October, with a total of approximately 9,100 new flats being launched.
Greater Southern Waterfront (Bukit Merah)

At the upcoming October 2025 BTO launch, the Greater Southern Waterfront area is set to debut its first set of flats, offering 870 units of 2-room Flexi, 3-room, and 4-room flats. This marks the beginning of its redevelopment to accommodate public housing, with plans to build a total of approximately 9,000 homes, including 6,000 HDB flats, over the next few years.

Adding to their appeal. The estate will also feature parks, walking trails, skyrise greenery, and landscaped terraces for an eco-friendly environment.
With Telok Blangah and Labrador Park MRT stations nearby, and easy access to the CBD via West Coast Highway, MCE, and AYE, connectivity is excellent.
Given the lack of public housing options in this area, the introduction of HDB flats will offer a more affordable choice, driving strong demand and competition for these units.
Mount Pleasant (Toa Payoh)

The second new residential estate to debut at the upcoming October 2025 BTO launch is Mount Pleasant, which is an area next to the Toa Payoh estate that was previously home to the Old Police Academy.
Bounded by Thomson Road and the PIE, the upcoming Mount Pleasant BTO project will see a total of 1,350 units being offered for sale, which is quite a decent sized number as far as new BTO projects go. The project has a very healthy mix of units ranging from 2-room Flexi to 4-room flats, and will also come with resident facilities such as a preschool, eating house, supermarket, shops, and residents’ network centre. According to previous announcements by the HDB, this will be the first of six public housing projects to be introduced to the area.
Another huge plus is that there will be a brand new MRT station built to serve residents at Mount Pleasant. The new MRT station, which will sit on the Thomson-East Coast Line (TEL), will be built concurrently with the new flats, and will open together with the flats once they are completed. The TEL gives access to other parts of Singapore such as Marine Parade, the CBD, as well as Woodlands, including access to the future RTS Link between Singapore and Malaysia.

Our guess is that the Mount Pleasant BTO project will likely see higher application rates as compared to the Greater Southern Waterfront one.
That’s mainly because Mount Pleasant will be attractive to both couples as well as families with children, due to the proximity of brand-name schools near Mount Pleasant such as Raffles Institution, Raffles Girls, CHIJ (Toa Payoh), and more. On the other hand, the Greater Southern Waterfront site lacks schools in its proximity, and so would likely be geared more towards singles and/or childless couples.
Mount Pleasant is also located closer to more “traditional” residential estates such as Toa Payoh, Thomson, and Bishan, which is a bonus especially if home buyers are looking to stay not too far away from their elderly parents who may be living there.

All in all, the final sales exercise of the year is shaping up to be yet another exciting launch for those looking to buy a new BTO flat to call home. With the Greater Southern Waterfront and Mount Pleasant estates set to launch their first ever set of BTOs, all of us would indeed see how popular these new housing estates will be given their many highlights and draws.
